All the details below the neighbourhood menu don't need to be there,
they have been transfered to the neighbourhoods own pages and that's
where the menu links should go.
 I'll take the outdated bits out and change the menu if no one objects
by noon tomorrow.
 I have been encouraging neighbourhoods to take charge of their own
pages. Most have so the information there is more up to date.
