[Cc-webedit] Proposal: Bike bloc front page highlight

I've been making the case since the Blackheath camp that it would be nice to
have video as the feature at some point. Sometime's people say that would be
tricky, which I'm happy to concede as I'm not the one doing it. But if we
could give it a go, just to see what people think of it generally, that
would be great. And then we'd know whether that would work for other things
in the future.
