[Cc-webedit] Process error

I'd like to clarify that we had a lengthy discussion about this at the
web group meeting in Leeds. There were four people present and I don't
like being made to feel solely responsible for decisions which were made
by the group as a whole.

As I explained at the meeting, basically the only day-to-day thing an
admin can do over a content editor, on the current CMS, is add users to
the system. Neil is a content editor and is fully capable of editing any
aspect of the website.

We discussed what should be the process for creating admin accounts, and
there was a feeling that the number of admins should be kept to a
minimum given that an admin can add people to the system but also remove
other admins.

The current admins are me and Alistair.

There was a discussion about making Neil an admin. The conclusion which
we reached in the meeting was that the current arrangement was probably
sufficient, given the only admin task is adding users, which is not
really an "urgent" thing, and that we were dealing with this in a
sufficiently timely manner currently. We agreed this could be reviewed
in the future if necessary.

That's where it stands at the moment. We can change our minds but I'd
like to reiterate this this wasn't a decision I made unilaterally and so
I can't unilaterally reverse it either...

My own opinion is that this whole discussion is somewhat ridiculous. I
don't think Neil *needs* to be an admin, but wearily accept that if he
was we'd probably be doing something much more useful than having this
discussion. I do have reservations about it given that other things we
agreed on such as the style guide have been ignored in the past.
