[Cc-webedit] events system

I had some time this evening to sort this out.
I've deleted the "manual" events page after importing any remaining
stuff from there into the events system. I've set up a redirect
from /actions/events to /events and changed the link.
The home page now omits any events where the start date is earlier than
today's date (which gets rid of the ecotopia bike tour).
