[Cc-webedit] Blog proposal

Hi All,

[Sorry for the cross-post, again. Assuming we move forward with this
proposal I suppose blog discussions should mainly happen on
cc-socialmedia, which would liaise with website as necessary.]

I have a proposed way forward for the blog and related stuff. It is
attached as a PDF. Please do read it, as it would be good to move this
forward quite soon.
