with an action as the talks in Cancun started on monday.

bij de start van de klimaatonderhandelingen

29 november 2010, Brussel - Op de eerste dag van de VN
klimaatonderhandelingen in Cancún, Mexico, heeft een groep van activisten,
zowel uit België als uit de rest van Europa, geweldloos de gebouwen van de
International Emissions Trading Association (IETA) bezet. Met deze actie
willen ze emissiehandel als oplossing voor de klimaatproblematiek aan de
kaak stellen, het is een valse oplossing. Door de werkzaamheden van één van
de grootste emissiehandel lobbygroepen te verstoren willen de activisten de
aandacht vestigen op de negatieve rol die lobbyisten spelen bij het tot
stand komen van het klimaatbeleid van de EU.

Kort na 14 uur zijn activisten vreedzaam binnengedrongen in het kantoor van
de IETA, in de Wetstraat in Brussel, waar ze het werk effectief hebben
verstoord. Andere activisten bleven buiten met spandoeken waarop te lezen
stond "Our climate is not for sale!" (Ons klimaat is niet te koop) en
"Carbon trading is a false solution" (Emissiehandel is een valse oplossing).

Emissiehandel wordt door de Europese Unie gezien als de favoriete oplossing
voor de klimaatcrisis, EU onderhandelaars in Cancún zullen aandringen op een
uitbreiding van de emissiehandel schema's (Emissions Trading System, ETS).
Dit systeem, dat bedrijven toelaat rechten om broeikasgassen uit te stoten
te kopen en verkopen, heeft enkele grote achterdeuren. Veel bedrijven
krijgen emissierechten gratis, terwijl ze de kosten bovendien alsnog
doorschuiven naar de klanten. Er wordt ook een massale overdaad van deze
rechten toegewezen, wat maakt dat bedrijven nog extra winst kunnen maken
door hun overtollige rechten te verkopen. Door de toepassing van dit systeem
van emissiehandel is de uitstoot binnen Europa zelfs gestegen, in plaats van
de beoogde daling te realiseren.

Ook internationale mechanismen van koolstofcompensatie zitten in het
systeem, waarbij bedrijven in plaats van zelf hun uitstoot te reduceren,
kunnen opteren voor de aankoop van rechten op de internationale
koolstofmarkt. Slechts weinig van deze verhandelde rechten leiden tot reële
emissiereducties en sommige worden zelfs gelinkt aan een ernstige sociale en
ecologische impact op de ontwikkelingslanden.

Met de focus op de IETA, hopen de activisten de rol te belichten die
industriële lobbygroepen spelen bij het promoten van valse oplossingen als
emissiehandel, in plaats van daadwerkelijke reducties te steunen. IETA
bestaat enkel om de belangen van haar leden te verdedigen, onder wie grote
energiebedrijven (BP, Shell, Vattenfall); banken (BNP Paribas, Goldman
Sachs)

De IETA gebruikt events zoals de Cancún klimaatonderhandelingen om de idee
van een wereldwijde koolstofmarkt te promoten. Op deze manier leidt het de
aandacht af van de noodzaak dat de EU en andere geïndustrialiseerde landen,
die de klimaat crisis veroorzaakt hebben, om daadwerkelijke reducties te
realiseren door een verhoogde energie efficiëntie, hernieuwbare energie en
een omvorming van de manier waarop we produceren en consumeren.

Jana Timmerman, die vandaag aan de actie deelnamen, zeiden: “Emissiehandel
is een valse oplossing voor de klimaat crisis. Steunen op emissiehandel
betekend grote winsten voor de vervuilende industrie, terwijl zij zoals
voorheen verder handelen. Lobbygroepen zoals IETA promoten emissiehandel
voor de belangen van hun grote bedrijfsleden. We hebben nood aan échte actie
om de manier waarop we produceren en consumeren om te vormen, om de uitstoot
van koolstofgassen te reduceren.

De activisten benadrukken dat klimaat en lucht niet te koop zijn. Klimaat en
lucht zijn een publiek bezit en een universeel recht, ze mogen niet
omgevormd worden tot een goed dat privé kan worden bezit en verhandeld.

In 2011 zal het Belgische Klimaat Actie Kamp focussen op emissiehandel. Een
jaar van acties, publieke bewustmaking en een actie kamp in de zomer zullen
aandacht vragen voor de problemen van emissiehandel.

*Activists occupy offices of carbon trading lobby group in Brussels as
climate talks start

*29th November 2010, Brussels – On the first day of the UN climate
negotiations taking place in Cancún, Mexico, a group of activists from
Belgium and around Europe have non-violently occupied the offices of the
International Emissions Trading Association (IETA). This action highlights
the fact that carbon trading is a false solution to the climate crisis. By
disrupting the work of one of the major carbon trading lobby groups, in the
centre of the European Quarter in Brussels, the activists are drawing
attention to the negative role that business lobbyists are playing in the
EU's climate policy.

Shortly after 2pm, activists peacefully entered the offices of IETA, on Rue
de la Loi in Brussels, effectively preventing work from taking place inside
the offices. Other activists remained outside, holding banners that read
“Our climate is not for sale!” and “Carbon Trading is a false solution”.

Carbon trading is seen by the European Union as the favoured solution to the
climate crisis, EU negotiators in Cancun are pushing for an extension of
carbon trading schemes. The EU's carbon trading scheme (known as the EU
Emissions Trading System), which allows companies to buy and sell the right
to emit greenhouse gases, contains some significant loopholes. Many
companies are given permits for free, while they still pass the costs on to
consumers. There has also been a massive over-allocation of permits,
allowing companies to profit hugely from selling excess permits. Combined,
these loopholes mean that the overall level of emissions has actually risen
within the EU since the introduction of the scheme.

The scheme also includes international carbon “offsetting”, where companies
can avoid making cuts to their own emissions by paying for credits on the
international carbon markets. Few of these credits are linked to real
reductions in greenhouse gas emissions and some offsetting schemes have been
linked to serious environmental and social impacts in developing countries.

The focus on IETA in today's action highlights the role of business lobby
groups in promoting false solutions such as carbon trading, instead of
supporting real cuts in greenhouse gas emissions. IETA exists to promote the
interests of its members who are made up of big energy companies (BP, Shell,
Vattenfall); banks (BNP Paribas, Goldman Sachs); lawyers (Clifford Chance,
Norton Rose); and carbon trading companies (including EcoSecurities).

IETA uses events such as the Cancún climate negotiations to promote the idea
of a global market in greenhouse gases. In this way it distracts attention
from the need for the EU and other industrialised countries, who have caused
the climate crisis, to make real cuts in emissions through increasing energy
efficiency, renewable energy and transforming the way in which we produce
and consume.

Jana Timmerman, who participated in today's action, said: “Carbon trading is
a false solution to the climate crisis. Relying on carbon trading means big
profits for the polluting industry, while they continue business as usual.
Lobby groups such as IETA are promoting carbon trading in the interest of
their big business members. We need real action to transform the way in
which we produce and consume, in order to reduce our greenhouse gas
emissions.”

The activists stress that climate and air are not for sale. Climate and air
are a public good and a universal right, they shouldn't be turned into a
commodity that can be privately owned and traded.

In 2011, the Belgian Climate Action Camp will focus on carbon trading. A
year of actions, public awareness raising and an action camp in the summer,
will draw attention to the problems of carbon trading.
