    La déclaration -- Bloquer les causeurs et profiteurs de la crise

Pendant de longues annees les banques et cartels ont empoché des profits
de 15 -- 20% sans être utiles pour la sociéte. Soudain, le secteur
bancaire et financier a amené l'économie mondiale au bord de la ruine.
La crise est mondiale. Autant dire que pour le plupart de l'humanité
c'est depuis longtemps le faim, la répression et la guerre. Maintenant
la crise est arrivée aux metropoles.

Les gouvernements du monde sont intervenus et ont sauvé les banques
privées avec des milliards. En Allemagne avec 500 milliards d'Euro.

Actuellement on pressure ces milliards offerts aux banques et cartels,
ont été prélevés sur les salariés et chômeurs. Dans presque tous les
pays d'Euro les gouvernements decident des programmes d'urgence et
d'appauvrissement.

Le gouvernement allemand veut diminuer le budget de l'état d' environ 80
milliards pendant les trois prochaines annees. 37% de ce budget de
rigueur touchent le secteur social.

Les buts sont clairs. Presser les salariés plus fort (par exemple la
retraite à l'age de 67 ans, diminution de ,Hartz 4' (RSA), destruction
d'assurances-maladies, intimidation plus forte des chômeurs (par exemple
supprimer le supplement de chauffage et le supplement familial pour les
gens qui ont seulement ,Hartz4' = RSA) et plus de privatisations de la
propriété publique jusqu'à la ruine des communes.

Tout le monde sait que >Nous ne payons pas pour votre crise< est déjà
depassé par la realité. Si nous voulons prendre cette citation au
sérieux, nous devons faire plus que des manifestations de foule. Nous
devons changer la direction. Nous devons en finir avec le symbolisme.
Nous devons veiller à faire passer la peur de l'autre côté.

Nous avons besoin d'un plan pour montrer et suivre le chemin entre
manifs sans conséquences et les rêves d'une grêve générale.

*Nous proposons: dans l'Allemagne entière une action d'indocilité
civique **de façon à paralyser le point de jonction du monde de la
finance à Francfort/Main pendant un jour ouvre.*

that's making war, and we're winning." Multibillionaire Warren Buffet,
New York Times, 2006

Class warfare -- that's the kind of language the majority don't want to
hear and don't understand. But we've come to feel it. Like in other
European countries, wages and pensions have been cut, contract and
temporary work have been systematized, the low-paid sector and the
numbers of working poor expanded, working hours lengthened and life
compressed.

First profits went through the roof, 15 or even 20 percent were the
norm, even more in the financial sector, where gains of 50 to 150
percent within minutes were no exception. It was one big party in the
business and wellness sectors.

Then the first banks started toppling like a pack of cards, a worldwide
collapse of capitalism was impending. Those who had shouted the loudest
about the "market's self-heeling forces" shut up. The state undertook
the salvage of the private banking sector, pumping over 500 billion
Euros into the system.

Now the billions of Euros spent on keeping the banks and the companies
afloat are being squeezed out of the wage earners and the unemployed.
Practically all countries of the Euro zone have passed shock and poverty
programmes. The rulers at least are agreed: We will not pay for our
crisis as long as those who have always been made to bleed keep quiet.

The right-wing coalition government wants to cut the budget by 80
billion Euros over the coming three years. 37 percent of the cuts are in
welfare. The word fairness here would be completely out of place. We
need no further analysis, no long discussions. Let's stop complaining
about the ruthlessness in social terms of their project. No time left
for ineffective threats. We need to act now.

Under the popular slogan "We're not paying for your crisis", two
demonstrations, in Berlin and Stuttgart, went ahead on June 12th. But
the effective mobilisation, the disagreements within the coalition and
their outcome were characterized more by political stagnation than
inspiration and new perspectives.

We all know that the slogan "We're not paying for your crisis" has been
overtaken by reality. If we want to conduct our fight in earnest on this
common basis, then we need to do more than just gather large numbers of
people on the streets. We must change course, leave symbolics behind and
ensure that fear changes sides. It is high time the winds start blowing
in the other direction, so that the fire doesn't burn down the huts any
more, but the palaces of the arsonists.

We have plenty of reasons. And plenty of proclamations. This one for
instance: "Stand up. Now! When, if not now? The citizens' first duty
after publication of the programme of cuts by the coalition government
is to stand up now! ... The cuts are aimed primarily at the weak and the
poor. Those who have least are to give up the most. Merkel and
Westerwelle talk of fairness and balance. But these are lies. And they
know it. (Frankfurter Rundschau, 8.6.2010)

Let us spare ourselves long-winded proclamations. What is needed is to
give the prevailing anger a direction, a location and a chance. So that
the anger doesn't eat into us. So that our feeling of powerlessness
stops dominating our daily lives.

"We refuse to be your cashpoints"

As part of a national campaign we propose the blockade of two "systemic
banks", the Deutsche Bank and the Commerzbank in Frankfurt, on a
weekday. Our aim is to interrupt their running, to turn the business
party on its head and put it back on its feet again. Our demands are
quite simple: You must pay the trillions of Euros which your financial
war has cost. We will give you no peace, we will come back again and
again, in all places, at the most improper times.

Such a national appeal is not the end of the story. It can only be a
beginning, the signal for a whole series of actions. In all cities, week
after week, a bank carrying "systemic risks" must be besieged. It is a
long, open road passing by banks and their stakes in corporations right
up to the political think tanks in government headquarters.

We need a joint start signal, a long wind and a concept allowing for the
participation of the largest numbers of people possible. We need a
concept which steers us on a course away from inconsequential
trouble-free demonstrations on the one hand and fantasies of
insurrection or general strike on the other.

We are convinced that analyses and demands either to curb or to overcome
capitalism abound in Germany. But the correctness of analyses and
demands will not be decided on on paper or at conferences, but in the
course of a social process which turns the largest possible number of
people into active subjects. If we manage within the framework of a
broad coalition to reverse the tables and instill Angst into those who
have been playing on our fears for so many years and living off them,
this would give us enough time to discuss and decide upon our next
steps. We propose the following central slogans as a common slate for
our protests:

    * immediate enactment of a special tax on financial transactions
    * taxation of fortunes over and above one million to the tune of 5%
    * immediate implementation of the demand for 500 Euro basic social
      security, 10 Euro minimum wage and a 30-hour week without loss of pay

As common basis for action we propose to orientate ourselves on the
successful Dresden concept against the Nazi demonstration in January
2010. It combined purposefulness with broadness, radicalism with a mass
approach in a productive, non competitive way. It was a concept which
was palpable for many already in Heiligendamm in 2007, which succeeded
in Dresden 2010 and which will convey a new quality of resistance to the
Castor protests against the transport of nuclear wastes.

We suggest the autumn of 2010 as a central focus of action, in
Frankfurt. We would like to ask you to impart your agreement or
disagreement with this proposal. Agreement on the general direction, not
the details, which remain to be discussed jointly.

Depending on the outcome, we will organize an action conference on
Saturday, August 21st, in Frankfurta.
