Depends on how they are blocking it whether DNS changes will work.
There are privacy implications of Google's Public DNS which you'll want
to be aware of:

 The VPN is a good idea, make sure you get a sound provider:

But you should also dump virgin if they aren't going to let you use the
internet properly. They'll keep being bastards if there is no commercial
pressure not to be.
