[HacktionLab] funding for ICTS for freedom of expression - call for proposals

The Swedish International Development Cooperation Agency has published a 
call for proposals on ICTs for democracy and Freedom of Expression.

The key aim is apparently to support organisations and programmes 
involved in this kind of work (mainly from an activist perspective).
