just a quick message to say that this sort of thing has been tried
before, and never been terribly successful. my thoughts are as follows:

 - biggest sticking points seem to be 1. motivation/time to do anything,
   and 2. consensus decision-making. "getting a group together to do it"
   will most likely hinder work, particularly if you are remote from
   each other. 1-2 people doing dedicated work is probably the best way
   to do it, so you have someone to discuss with, but don't get hung up
   waiting for someone else to do something first.

 - keep the functionality simple. e.g. just have 3 pieces of data:
   location, very brief description, and website. make it easily
   searchable. if you want to be really successful, stick it on an empty
   webpage (a la google was initially). additional functionality can
   always be added later, e.g. more detailed contact info, anonymous
   mailing, whatever you like.

 - choose a piece of software that you are comfortable with (or write
   one yourself) - don't get stuck with some huge CMS that does
   everything under the moon but takes 6 months to learn. again, you can
   always upgrade the site later if it's being used and when more people
   come on board to help out (and, if it's a good site, they probably
   will).

and getting people to enter the data themselves at the point of
collection will save you a lot of time typing and trying to decipher
illegible handwriting later on!
