Worth remembering that part of a voting system is that is has to be
simple enough that all the participants in the voting system can
understand how it works, how it is secure, and be comfortable that
they can believe in the outcome. Otherwise no matter how secure the
system is if people don't understand it, they can't 'trust' it.
