The bulk telecoms interception is already outsourced to ATOS. Their
lobbying was one of the precipitants for the 'emergency' legislation,
motivated by their desire not to be legally or reputationally
vulnerable to a (future) government laying the blame for the present
government's malfeasance at their door (think IBM, holocaust).
