Not sure if it meets your criteria, but Yacy has been around a long time as a
decentralised Free Software search engine. It's very powerful, has two main
issues: 1. Lack of public search portals by which citizens can actually
search, and 2. It's written in Java, causing issues for performance and
stability. That said, it runs on a raspberry pi.
