Well, it's used by several councils ( there's a list on the site)  that's to say the condition to be citizen of one of these councils is needed to have experience with it ( IMHO). 

Was your idea to propose it to be adopted by a city council of your knowledge? In this case, you're welcome to make contact with them, they're absolutely open to have their project spread around the world!
