Cap-and-trade system provides economic incentives to control
pollution. Government sets a cap on greenhouse gas emissions and then
issues program participants - companies and organizations who may or
may not be polluters themselves - permits to pollute up to a certain
amount. Companies that exceed their cap can then purchase, i.e.
"trade," credits from those who pollute less.

On June 19, City Club welcomes Congressman Peter DeFazio who will
discuss his concerns with proposals for a national cap-and-trade
system. Though a supporter of regulating greenhouse gas emissions he
is a critic of market-based approaches, pointing to problems with
energy deregulation in the Pacific Northwest, weaknesses in Europe's
cap-and-trade system and the collapse of Wall Street as reasons to
consider alternative methods for reducing emissions. He will also
discuss progress on the upcoming highways authorization, a six-year
federal highway and transit spending bill.

Congressman Peter DeFazio was first elected to the U.S. Congress in
1986 and represents Oregon's 4th congressional district. DeFazio is a
senior member of the House Transportation and Infrastructure Committee
and also serves on the House Natural Resources Committee.
