You were right!  John Dillinger *is* just a bank robber.  I thought he was an anarchist hero just because he featured in the anarchist Robert Anton Wilson's work but, according to wiki, he was just a bank robber.  Maybe RAW admired him because Hoover was irritated by him.  Who knows?  Steve, do you?
