Kind of.  It means that, if the art collective asks the spokes meeting
for some funds for a specific project, and that request is accepted, the
allocated funds are to kept safe and disbursed at the art collective's
discretion.  This is the same for all collectives regarding allocation
of centrally held funds.

Note, though, that there is not a large central pot of money.  Also note
that some of the money allocated to the buildings collective is being
used to rennovate a room as an art gallery.
