[matilda] Respond to the CLimate CHange Bill

Please please take a few minutes to put in a response to the governements 
climate change bill.
The response form is really simple and it won't take you long.
Friends of the earth have some suggestions of things you might like to say.
Calling for higher cuts quicker is very important as well as annual 
reporting.  Reply as an individual, but we might like to think about putting 
in responses as groups or organisations.
