AMendments and original motion may be read at project-fallujah

(messages seem to have criss-crossed).

The original proposal was uniting Fallujah and Sheffield as sister cities ...

why did it need an amendment at all? don't know, never been at such sheffield city council meetings. but if you follow the series of amendments, they show the power struggle among lib dem, green, labour, cons.
Lib dem's (first amendment i think) expanded on original motion, making it politically sharp against labour and current government.
Even if the original proposal was let down (uniting ), the issue (human massacre) was listened to. This is an achievement, isn't it?

Second amendment to what exactly? What was the first amendment? And
why did we need a second one?
