[blag-whereto] Upgrading BLAG forum software

Hello Jason,

There's been some discussion recently on the BLAG forums about
upgrading the forum software from phpBB-2 to phpBB-3.0.4 (the current
latest).

Essentially, I've volunteered to do the upgrade, which was obviously a
bit presumptuous as I don't actually run the website! Are you OK with
me doing some work on the forums, and how do you want to manage it?
