[Cc-webedit] text alert system for swoop

heya,
i'm cc'ing welcome at climatecamp.org.uk -- no idea if that account exists
or gets checked (i don't think swooping is illegal yet, but people who
are concerned can just refrain from the discussion, and i've removed
individual email addresses)

Could we have a meeting on the sunday of the gathering with spokes from
each nbhd, some peeps from site, comms, social networking.  I think a
big part of a successful swoop will be getting everyone welcomed and
involved into getting the site up and running quickly.

Note that I thought the land group was fine with a public swoop as
proposed&consented to a few months ago.  Can I suggest that land group
be contacted to:
- reaffirm whether they are down with the swoop
- and if so, give us any info they think we need to publicise e.g.
timing info and (if advisable) area info (probably not holding points,
but perhaps a few rough holding areas and times, and perhaps the rough
area info only gets released a day or two before)
- whether comms is up for it, re-launching the webpage for txt-alerts

also, can i suggest that something like the following gets emailed out
to the CC elist by process on Monday (to start people thinking, hype the
start of the camp, the gathering etc.).

Subject: Swooping into the Camp for Climate Action!

At this weekends gathering we will be planning how we will take the site
on August 27th for the opening of the camp for climate action in London.
Most likely, we will all be swooping in together and at the same time.
It promises to be an exciting and massive land occupation!  If they
haven't already done so, we strongly urge neighbourhoods to begin
thinking about mobilising for August 27th, and being ready to set up
their neighbourhood site quickly.  There will be space at the gathering
for spokes from each neighbourhoods to discuss the proposed swoop.

We will also be discussing the big coal action in the autumn and the
workshop programme for the camp.  There's already £400 in the travel
pool upfront, to help non-Londoners get to the gathering.  For details
