[Cc-webedit] Swoop front page - proposal

I agree with the proposal, but i think David has a point. and we are still
hoping to get a page for each bloc.
we also have some info on the blocs on the sms page. so maybe we should just
list the blocs in bullets on the main page and link through to the plan
page.
i think we also need to change the "swoop information" page. we have some
new content - and i think we should be calling it "essential information".
Oh and i think we should change the blurb on the home page to: "We've
already stopped Kingsnorth. Next we're shutting down one of Britain's
biggest - and dirtiest - coal-fired power stations."
