[imc-uk-emergency] proposal: add link to the emergency list to contact page

hi all 

as sarai the mailserver is down yet again we only 
can rely on the emergency list... chrisc, ana and me 
have just now talked on irc that it might be a good 
idea to add the link to the contact page - problem
is that such a move shld be proposed to the features
list but it's down... catch 22. 

so i'll put it up now and we will remove it if people
object - check it at
http://uk.indymedia.org/contact.php3
